Dean under the headline "School chief to quit, saddened by budget cuts": Assistant county education officer Jack Coventon is quitting - "saddened"

by central Government's squeeze on cash to local authorities.

"We've got to the situation where central government is asking for more and more things to be done and increasingly we haven't the money or man

or woman power to do it," he said. Mr Coventon, who has given his life to education was due to retire next year - but has now decided to leave in

April. And the 63 year old father-of-three said: "Parents and the public are naturally asking for an enormous amount from schools, but because of the

economic situation of the country and the constraints which central government exercises, local authorities are being squeezed. They are piggies in

the middle and something has to give. I'm coming to the end of my run and I am wondering whether education will remain in local government."

A teacher for 10 years, Mr Coventon, of Ridgeway, Weston Flavell, moved into administration 40 years ago, working in Birmingham and Coventry

before taking over as education officer for Northampton in 1964. With local government re-organisation in 1974 and the transfer of responsibility of

education from Northampton Borough Council to Northamptonshire County Council, he took up the post of assistant education officer. Mr Coventon,

who has had two heart valve replacement operations looks after more than 100 county schools, working with heads and governors.

"One of the things that has been occuring is that heads of all types of schools are being put under tremendous strains and pressures and I wonder

whether the education authority and Department of Education and Science is expecting too much of them. I think the pace of change expected

from the education system is excessive. We are being asked to do so many things which are very desirable but it is very hard to make the quite

exceptional progress on all fronts. I am saddened by the situation we are in but we have some good men and women in the administration.

We have had examples of the central government squeeze in Northamptonshire. A million pounds was taken out of the budget which was for staffing

teachers and non teaching staff. There is insufficient money available to maintain schools as they should be, so we have leaking roofs and bad

heating systems. The amount of money that Northamptonshire is allowed to borrow - about ú1.5 million - for some of the big building projects we

have in the southern expansion area, is insufficient."

Mr. Coventon, who has sat on the executive of the National Union of Teachers and been chairman of the county's branch of the local government

union NALGO, says he believes strongly in local government. He stood as a parliamentary candidate for Birmingham and Mid Buckinghamshire, but

gave up the idea of a career in the Commons when he moved into county council administration.

And as president of the Cambridge Union Debating Society in 1946 he got the rules changed for the first time in more than 100 years to allow

women to take part in debates. "I have enjoyed my time with the county council but I think it is a good time for new people to do some of the work."

said Mr Coventon, who added he was aiming to watch cricket after he leaves.
