The following extracts of press articles appear in the Northampton Reference Library: "We deeply regret to record the death of Mr Frederick

Covington, J.P., which took place at his residence, Adams Avenue, Northampton, last evening, in his 82nd year. He had suffered from heart trouble

for a considerable time, and about three months ago had a serious attack which kept him indoors for some time, but he recovered sufficiently to ride

out practically every day.

At the beginning of this week, however, he had another severe attack, and his doctor suggested that he should have a few days' rest. Just after four

o'clock yesterday afternoon he rang the bell, and his youngest daughter, on going upstairs, found him anticipating another seizure. This actually

came soon after his eldest daughter (Anne Jane) arrived home from school (where she was headmistress), and he died in her arms a few minutes

later.

Mr Covington was born at Bedford in 1835, and came to Northampton on April 14, 1848, when he was apprenticed to Mr Philip Barnard, a tailor in

the Drapery. He commenced business on his own account in 1870 on the Wellingborough Road and afterwards carried on business in the Drapery

and later in Abington Street, retiring about twenty years ago.

As a boy at Bedford he attended the famous Bunyan Meeting, and when he came to Northampton he at once associated himself with College Street

Chapel. At the age of 15 he became a member, and two years later began his long and faithful career as a local preacher. With the exception of a

period of some six or eight weeks in 1890, during which time he was laid asise owing to an accident, he was in continuous service as a preacher for

56 years, and was never known, for any reason, to miss an appointment. For many years after he undertook this work it was his rule to walk out from

Northampton to the villages where appointments had to be kept, and Mr Covington would often walk out eight miles or more, preach two sermons,

and walk back at night.

To continue his work, without intermission, in all weathers, and frequently when tired and weary and worried with the week's labours, is a proof of

sincerity and devotion than which there could be none greater. Mr Covington will long be remembered with affection by the village churches of

Northamptonshire. In 1910, when he had been preaching for over 56 years, the Northamptonshire Village Preachers' Association presented him with

a purse of gold in recognition of his long labours. He was for many years the Treasurer of the Association. He was the senior deacon of College

Street, being appointed in 1892, and was made a life member of the diaconate several years ago. In 1903 he was President of the

Northamptonshire Baptist Association.

Mr Covington was of that order of public men who do not make their public duties subordinate to private business. Within a few years of commencing

shopkeeping on his own account he was a member of the Town Council and the School Board, as well as one of the most active of local politicians.

This meant that having long given all his Sundays to toilsome work for others, he now - judged by ordinary standards, unable to afford it - spent a

great deal of his week-day time in municipal service. In politics he was a Radical of the straitest Nonconformist tyre. He was a Liberationist who had

learned from Edward Miall, and when, in 1870, education became a municipal function, he approached the new problems from that standpoint.

In the divisions in the local Liberal party which were caused by the intervention of Charles Bradlaugh in Northampton politics, Mr Covington

remained for some years with the section that included not only all the moderate Liberals, but many advanced politicians whose opposition to the

new-comer was due to his Freethinking in religion. At the by-election after the death of Charles Gilpin in 1874, the official Liberal candidate was

William Fowler, a Quaker banker. He was too moderate for Northampton, and Mr Covington, with many others went over to Brandlaugh, who polled

nearly half the Liberal vote. The total Liberal strength was 3,602, but the splitting of this between two candidates left Merewther, the Conservative,

at the top of the poll with 2,171.

Pickering Phipps had already won one seat at the General Election earlier in the same year; and for the next six years Northampton had two

Conservative members. This example of the folly of division, and the wonderful enthusiasm which Gladstone roused in his campaigns of the later

'70s, brought the Northampton Liberals together in 1880, when Labouchere and Bradlaugh were returned at the head of the poll. In the fierce

controversies that followed the refusal of the House of Commons to allow Mr Bradlaugh to take his seat, Mr Covington took an active part. Later he

was for eleven years the local representative - almoner was the precise description of his functions - of Labouchere; and it was to him that the famous

member sent his letter of resignation just before the General Election of 1906.

Mr Covington was a facile and vigorous platform speaker, and no one was more often heard at local meetings.

Mr Covington's municipal service was done as a representative of the old East Ward. He was first elected in 1874 with Mr W. Jones as his Liberal

colleague; the defeated Conservatives were Mr H.P. Markham and Mr R. Howes. Three years with the late Sir Philip Manfield as colleague, he was

badly beaten - both the Conservatives (Mr R. Howes and Mr T. Wetherall) were returned by large majorities.

Two years later, when Mr W.J. Peirce and Mr T. Wetherall were Conservative candidates, he failed a second time, being third in the poll, with Mr.

W.C. Hollowell at the bottom. In the next year he beat Mr Wetherall by two votes. He then held the seat for nine years, and the East Ward came to

be regarded as a Liberal stronghold. In 1884 he was appointed Chairman of the Water Committee of the Town Council at a time of a terrible

drought, which threatened to result in a panic. He successfully pointed out a practical way out of the difficulty and was really the principal man in

directing a very difficult undertaking, that has now resulted in giving Northampton a pure and copious supply of Adam's ale.

On Wednesday 10th November 1887 he was duly elected Mayor of Northampton. His election was seconded by the leader of the local Conservative

party, Mr James Berry, and carried unanimously. At the time a press article read as follows: "Mr Covington is admittedly not quite the stamp of Mayor

Northamptonians were accustomed to look for a generation ago. But if his social position is not particularly significant, it is unquestioned that in

ability and energy he is at least the equal of his Radical colleagues.

Even in the old days when he was a humble anti-vaccination agitator in wagons on the Market Square, he was among his own class regarded as a

man of light and leading, and his popularity with the extremities has never been in jeopardy since he boldly threw his religious scruples to the wind

and took his stand on the Bradlaugh platform. His allegiance was rather sorely tried when Mr Bradlaugh and Mrs Besant were being prosecuted in

connection with the sale of a notorious book, but time healed his injured feelings, and of late years he has only been regarded as second to Messrs

Gurney and Adams in favouritism with the advanced politicians of Northampton."

Mr Covington had joined the School Board in 1874 and remained a member till Mr Balfour's Act transferred education administration to the Town

and County Councils. For many years he was Chairman or Vice-Chairman of the Board, and the work was the part of his public duties which

appealed to him most. It brought many fierce controversies, in which he played a foremost part.

Older readers will remember the contention about the proposed establishement of an Industrial School in Northampton. The late Mr Wetherell was

the leading advocate for the institution; Mr Covington led the opposition, and when, at the election which came at this time, he was placed at the

head of the poll, it was admitted that public opinion had settled the matter.

After the passing of the Balfour Education Act, Mr Covington declined, as a magistrate, to join in enforcing its provisions, and he himself became a

passive register. He was appointed a Justice of the Peace in 1893, and except Mr William Mills (appointed in 1885), he was the senior member of

Samantha Anderson recounts the story; "The first item out of the Midland Assizes Depositions box, held at the Public Records Office in Chancery

Lane, was an architect's plan of the ground floor of No.33 Wellington Street, Bedford. It showed a front room, a middle room, a back room, a

passage and a room beyond the back room marked "coats".

The house was occupied by George Francis Covington, his wife and their son, Arthur, a clothiers assistant. Also in the box were the witnesses'

statements in the matter of Arthur Covington who was accused of wilfully murdering Effie Jane Burgin on the 13th June 1895 in the middle room of

his father's house. From the statement of William Francis Covington, his brother, a printer who lived in King's Place, Bedford, it would appear that

Arthur was having some medical problems. He suffered from bouts of depression, had pains in his spine and had trouble sleeping. He may also have

been losing his eyesight.

Effie was around 20 years old and in service, she often used to visit Arthur and his parents on her evenings off. She was a chatty little thing and they

were all very fond of her. On the night in question she had been walking with her friend, Elizabeth Meeks, before going to see her aunt and uncle.

After about 15 minutes, during which time she had been her usual cheery self, she asked her uncle the time and on hearing that it was nearly ten,

she kissed her aunt and wished her "Goodnight", shook her uncle's hand and wished him the same before going into the middle room with Arthur,

prior to taking her leave. Only a minute or two later a loud bang was heard. George thought at first that something was wrong with the lamp, but

when two more reports rang out he rushed into the middle room to find Effie lying on the floor half under the table and Arthur with a revolverin his

hand. Arthur had shot her three times, once in the jaw, once in the back of her head and once through the neck.

Having killed Effie, Arthur reached out tenderly to her and was heard to murmer something like "My wife, my wife". He asked his father if he might

kiss her, which he did, three times. He then put his arm around his father's shoulder and said "My dear father, my dear father".

Neighbours in the street had heard the revolver and in no time at all the house was full of people. The constable went to take the revolver from

Arthur who quietly said "It does not need much taking". He was committed to the Midland Assizes on Thursday 14th November where he said "I did

not do it through malice. I call no witnesses". He was found guilty, sentenced to death and on 3rd December 1895 he was hanged at Bedford

Prison".

The Times, 04 Dec 1895, Page 7 reported "EXECUTION – Arthur Covington, 27, was executed at Bedford yesterday for the murder of his cousin,

Effie Burgin, 20, in June last. The execution was carried out privately. The High Sheriff refused admission to the Press, and all the prison officials

His obituary in the Northampton Chronicle reads: "Mr. W.G. Covington, who had been secretary of the Northampton Artisans' and Labourers' Friend

Society since 1947, died at his home, 56 Holly Road, Northampton, on Sunday. Mr Covington was an accountant of wide experience who started his

career on leaving school in 1910 with the Northampton firm of Baker & Co. During his years with the firm he rose from office boy to managing clerk.

It was in 1933 that he was made secretary of the Northampton shoe manufacturing firm of A.E. Marlow Ltd., and he stayed there until 1936.

On leaving the firm, Mr Covington went into partnership with Mr Arthur Tustin to form a firm of accountants known as Tustin and Covington. They

continued together until 1947, when Mr Tustin retired and Mr Covington carried on the business carried on the business under his own name. He

also succeeded Mr Tustin as the secretary of Artisans' and Labourers' Friend Society.

My name is David Holmes, a retired teacher and I live at 151, Clifton Road, Rugby. Some years ago while digging at the bottom end of my garden I

unearthed, amongst other things, a small bronze plaque known as a Dead Man's Penny. These were given to all next of kin of those killed in the

First World War. The name on the plaque was Reginald Covington.

Although a little puzzled as to what it was doing buried in the garden I cleaned it up and put it aside as I was very busy and too pre-occupied to do

any more about it. About four years ago, in a moment of curiosity and now with the aid of the internet I typed the name into the CWCG site and got

some details on Reginald. He was in the Royal Field Artillery and was killed, aged 24, in the last year of the war. His grave is at Houchin Cemetary

near Bethune in Northern France.

A couple of hours work in Rugby Library revealed that his parents had a shop at 28 North Street, indeed there is a photograph in the archive of his

father outside the shop. The Rugby Gazettes for around the 1920's show that they also had property in another part of the town and that the Misses

Covington had shops in Clifton Road. This was about as far as I got and then left it at that.

Obviously there is a Rugby connection but how did the plaque come to be in my garden and more of a mystery why? It would be an interesting

thing to find out and a very nice thing to return the plaque to someone to whom it might mean a lot.
