show "Reference Number: t17250630-30 David Le Count , and Peter Covington,
were indicted for stealing a Kettle, a Pot, a
Cullender, & c. the Goods of Robert Hough
; and a Gown and Petticoat the Goods of Elizabeth Henly, on the 19th of June .
They were a 2d time
indicted for a Trespass, in unlawfully removing and taking away a Copper from
the Freehold of Robert Hough. To both
which

pleaded Guilty. Le Count was found Guilty . Transportation"

"was the first of
the London-based Covington family to move to Abingdon, and must have done so
soon after his marriage, to Elizabeth whose
surname is unknown.
[Yet, could she perhaps have been a Freeman? This information is not in the
book, but the few references to Freeman in the St
Helen's Church, Abingdon’s records are
tantalising. Elizabeth, the d. of Margaret (? - 1761) and Giles (? – 1762, b.
Culham), was c. on 11 May
1707. Both the names
Giles and Freeman (and Elizabeth), and the Culham connection are persuasive.]
The Borough of Abingdon’s
Minutes (Borough of Abingdon Minutes) of 21 May 1773 show that Roger Covington,
taylor, received a loan of £10, with
Bryant Spokes (breeches maker) and John Brewer
(staymaker) as his sureties. He paid back the first instalment of £2 in 1776,
and had paid the whole
loan off by 1784 (Abingdon Chamberlain's
Accounts).
At some point between
1768 (when the property was in the occupancy of someone else) and 1775, the
Covington family lived on the east side of
Butcher Row, Borough of
Abingdon Minutes 24 Mar 1775 showing that Roger had formerly resided there. He
had returned by 1783, Borough of
Abingdon Minutes 1 Jan
1783 showing him to be in occupation of “a messuage or tenement and shop with
the appurtenances in the Butcherow on
the east side” – which
he still occupied at his death in 1798.
In 1780 Roger was elected
to the prestigious post of Bellman (Borough of Abingdon Minutes 21 Jun 1780),
taking the place of the widow Elizabeth
Couling, “who is taken
into hospital”. The role of Bellman was a responsible and varied one. The
duties were listed in full when Richard Gilkes
(Giles’ brother-in-law)
assumed the post in September 1798. The 17 responsibilities, most remunerated
on a case by case basis, included attending
the Mayor at church on
Sundays and other public events; attending the Borough Court; attending the
Quarter Sessions; making public proclamations
in the town and beyond, “to turn all vagrants
out of town, and see they do not return”; to clean and light the corporation
lights; to undertake a
nightly watch, with an
able bodied man; to clean the Corporation’s knives and forks; to clean and oil
the fire engine; to clean and care for the Market
House; to sweep the Bury every Tuesday morning
round the Market House, and “to see that the scavenger do take the filth away”.
When Roger was elected
he signed a declaration agreeing “not to keep a common alehouse or sell ale,
beer or any other strong liquor”, and was
issued with a special
coat, hat, and badge. Indeed, he made the coat himself, for which he was paid
4s (Abingdon Chamberlain's Accounts). The
nature of this uniform
is revealed in Borough of Abingdon Minutes 13 Jun 1783, when he was issued with
“a new laced hat, a new cloke, and new
coat, waistcoat,
breeches and stockings of blue colour as formerly.”
From 1780 (Abingdon
Chamberlain's Accounts) he was paid a salary of £6 as Bellman, plus the £2
formerly paid to Couling, with an additional £1
10s “for turning
vagrants out of town” and £7 10s for himself “and one able bodied man to assist
him in the nightly watch one year and a half.” In
addition through the
1780s he received regular payments of 9s “for grinding knives”, 12s “for
cleaning and oyling an engine” (for use against fires),
£1 10s “for cleaning and
lighting lamps”, and 6s “for cleaning knives and forks”. In Borough of Abingdon
Minutes 1 Dec 1786 he was issued with a
nine gallon bushel, in
order to settle any disputes over measures of grain, the Corporation
authorising him to receive 4d from the party proved to be
in the wrong. The
Bellman’s duties also included procuring various quantities (“assizes”, in the
sense of ‘assessed’ quantities?) of bread every year
(conveniently
distributed by his oldest son, Edward), and payments for arranging bonfires.
In March 1789 it was a
bonfire with a difference. George III was a popular monarch, but subject to
sudden and unpredictable bouts of mental illness.
So JOJ was pleased to record on 14/3/1789 “the
happy restoration of his Majesty’s health … and resumption of his royal
authority”. It was the cue for
celebrations on a national scale, and in
Abingdon the event was marked “by the ringing of bells, bonfires and a general
illumination, with many
curious emblematical
devices and every demonstration of zealous attachment.” Beer was distributed to
the populace, and “that most false and
execrable libel on
Majesty, of Saturday last, in the Morning Herald, was consigned to be burnt
publicly by the Common Cryer in the Marker Place.”
The Cryer in question
would have been Roger Covington, because another important role of the Bellman
was to announce to a largely illiterate
populace any new laws,
borough regulations or other items of public interest. Hence, the various
references in Abingdon Chamberlain's Accounts to
“drawing cry and fair
copy” expounding on such matters as “keeping the Sabbath” (1785), the “suppression
of counterfeit halfpence” (1790), and
“keeping dogs indoors“
and ”destroying mad dogs” (1791).
Even with these
seemingly endless calls on the Bellman’s time, day and night, he still managed
to keep his needle busy, and was paid 10s in 1785
to replace his own “cloaths“
or uniform (Abingdon Chamberlain's Accounts). Roger Covington therefore
obviously truly was the “industrious honest
man” RMOG 10 Jan 1791
called him. But even he was not without a streak of mischief. As “Hall-keeper
of the County Court, Abingdon”, he was
forced to make a public
apology to twelve members of a jury (including the victualler and fellow
tailor, John Giles) whom he had locked up “for the
space of two hours after
they had agreed on their verdict, and also did ridicule and laugh at said jury
under their confinement”. (JOJ 19 Oct 1782).
At the time of Roger’s
death in 1798 (b. Culham 11 Sep 1798), the Covington family collectively owned
numerous properties, including something
called “the toll of the
market”, a privilege presumably deriving from his role as Bellman (D/EP7 166).
Why he chose to be buried in Culham, rather
than St Helens, where he
had worshipped, is not clear.
If Roger hoped that moving
to Abingdon would ensure an honest upbringing for his family, he was only
partially right. His first three sons, Edward
(1755 – 1805), John
(1757 - 1795?), and Thomas (1762 – 1838?) did well for themselves. His youngest
son, Giles (1767 – 1791), of course, did not.
By the time Giles
Freeman, his youngest son, was c. on 12 Apr 1767, Roger seems to have achieved
his freedom, although no record exists, and if
so this no doubt
influenced the choice of Giles’ middle name. Certainly the next year Roger was
included for the first time amongst the 250 people
eligible to vote in the
election of that year (Gough Berks 3, fol. 27). This is the earliest reference
to him being a tailor, and it is worth noting in
passing that his
political allegiances differed at that time from those of the father of his
future daughter-in-law. Ballots were public affairs in those
days, and whereas the
glazier Thomas Gilkes voted for Nathaniel Bayley, Covington plumped for John
Molton, the narrow winner."

hung for committing writes: "the oldest was c. 30 Jul 1755 (StH), and
became a successful baker. He had a particular
status, being entrusted
to distribute the “bread for the poor” paid for out of Mr Royse’s Gift (a
charitable bequest) from at least 1782, when the sum
was £2 12s (ACA),
through to the early 1800s. Edward was successful enough to be named amongst
the select tradespeople of Abingdon to appear
in the 1796 Universal
British Directory.
He married three times,
or possibly four. His first wife, Elizabeth Stone (m.19 Aug 1781 StH), was b.
at Marcham 4 May 1783 (w. of Edward); his
second, Joanna Crook (m.
20 Feb 1785 StH) was b. StH 4 Dec 1792 (w. of Edward); and another Elizabeth
survived him (ww b. Culham 14 May
1809), Edward himself
having been b. 1 Mar 1805 at Culham (PRO will is dated 1803). Yet there seems
also to have been another wife, Sara
Rounds (m. 25 Nov 1793
StH), before Elizabeth. Presumably she and Edward divorced (assuming she is the
same Sarah Covington “of Abingdon”
who was b. at Culham
aged 85 in 1835 – and whose will at PRO is dated that year) before the (undated)
marriage to the second Elizabeth.
But it is also possible
that another Edward had appeared on the scene too by then. Despite these
multiple marriages Edward had only one child,
John, in 1782 (c. 30 Jun
1782 StH), who went on to have seven children with Ann (of unknown surname, but
presumably the Ann ’’of Abingdon” b. at
Culham aged 73 in 1852) between 1805 and 1814.
These were: Elizabeth (c. 1804), Jane* (c. 1805), Susan (c. 1807, Mary Ann (c.
1809), Edward
(c. 1811), Martha (c.
1812), and James (c. 1814), all at StN.
The family’s recorded
association with Culham begins with the burial of James (of no clear
relationship) in 1785, a year when both Edward and his
father paid rates on
properties in Abingdon.

Covington was c. 1 Nov
1757 (St Helen's Church, Abingdon), and was awarded £7 from Mr Mayott’s Charity
to be apprentice to his father (Borough of
Abingdon Minutes 5 Feb 1772). [John Mayott (? –
1703) had been a mercer, whose dyehouse and wharf was acquired by John Tomkins,
founder of
the Tomkins fortune, in
the 17th century (Naylor).
The Charity originated
from the generosity of a descendant, Robert Mayott, and provided funds for
clothing and education as well as
apprenticeships. His
school catered for ten Mayott and ten Provost pupils (both boys and girls),
recommended by the Corporation.] John Covington
married Frances White on
28 Aug 1782 (St Helen's Church, Abingdon), but appears to have had no
offspring. His wife may well have been another
of the White family with
innkeeping connections (see Shury) because John was an alehousekeeper from at
least October 1787 (A/JQ1), and in 1796
was named in the Universal
British Directory as the proprietor of a pub called The Chaise and Horses.
It is presumably the
same John, “from the Chaise and Pair, Culham” who was b. at St Nicholas Church,
Abingdon in 1795, however".

Nov 1762 (St Helen's
Church, Abingdon). He and Edward ensured the Covington line by having six
children with Susan (of unknown surname)
between 1786 and 1805.
These were James (c. 1786), Susan (c. 1798, b. 1803), Charles (c. 1800),
William (c, 1802), Edward (c.1804), and
Benjamin (c. 1805), all
at StH. A seventh child, Henry s. of Thomas, was b. 1809 (StH).
Like his brother, Thomas
also benefitted from a £7 grant from Mr Mayott’s Charity (son of Roger), to
enable him to take up an apprenticeship (BAM
28 Feb 1775). Presumably
he also trained as a tailor, because he seems certain to be the same Thomas
who, when taking a 21 year lease on
property in East St
Helen’s Street in 1795, was described as a tailor of Shaftesbury Place
(formerly running from 34 Aldersgate Street) Aldersgate,
London (BAM 17 Jun
1795).
Thomas obviously did
well for himself in the family trade. In 1797 he owned six tenements in
Abingdon which were sub-let to tenants (D/EP7 166),
and BAM notes his
possession of premises in Boar Street in 1803 and in Bury Lane in 1810. He
maintained his dual interests till his death, supposed
at 1838 from the date of his will (PRO), his
address then being a London one, yet his description being “gentleman of
Abingdon”.

"The murder victim,
a Scottish pedlar named David Charteris, was on his way home to Toot Baldon from
the Michaelmas Hiring Fair at Abingdon on
the night of the 8 October 1787, when a bunch
of thugs set about him with a hedge stake as he was climbing over a stile near
Nuneham Wood.
Later that week some
chums from Toot Baldon discovered his body sitting upright in a ditch and when
they pulled off his hat and wig they
uncovered the grisly
evidence of several hefty blows. Despite a reward of 70 guineas (more than most
people earned in a year in those days!),
nothing was heard of the
crime for another three years.
Then Richard Kilby was
caught and flogged at Reading for deserting from the Berkshire Militia. the
whip seems to have loosened his tongue and he
offered to turn King's
Evidence and confessed to his part in the Charteris crime in return for a Royal
Pardon. According to him. it was Charles Evans
Shury who suggested
robbing David Charteris to himself, John Castle and Giles Covington. Shury
struck the first blow, then Covington joined in and
helped finish the poor
pedlar off. After they returned to Abindgon, they went to Shury's house and he
gave them 10 guineas in gold and silver each,
saying: "Now, my
boys, let us be true to each other"
On 16 July 1790, Shury
and Castle were tried at the Midsummer Assizes in Oxford for the pedlar's
murder. A Thames bargeman called Bossom said
Castle "had some
time ago confessed to him that he had no rest, night or day, from the horror of
having been concerned in the murder of the
Scotchman". The
report of the trial in Jackson's Oxford Journal is rather confusing, and the
only evidence concerning Shury, apart from Kilby's
confession, implied he
thought Kilby was out to "do" him by blaming him for the crime.
However the jury had no hesitation in finding both men
guilty and the judge,
after a stern lecture, directed them to be executed and their bodies to be
delivered to the surgeons, to be dissected and
anatomised.
Meanwhile Giles
Covington was at sea. As soon as his ship docked in London at the beginning of
1791, two Bow Street runners brought him to
Oxford and on 4 March he
also stood trial for the pedlar's murder. Clearly he felt the same way about
Kilby as Shury. It was reported that his
behaviour was so
audacious during the trial whilst Kilby was giving evidence, that he made a
sudden spring towards him and attempted a blow at
his head. The jury found him guilty on the same
evidence as the other two and on 7 March 1791, "a prodigiuous multitude of
spectators" watched
his execution from the
tower at the entrance to Oxford Castle, now part of Oxford Prison. He mounted
the scaffold dressed in his sailor's jacket and
trousers with white
gloves and a white hatband and before motioning the hangman to proceed, tossed
down a paper. It was a semi-literate letter
addressed to local
magistrate Christopher Willoughby. "I hope you and your family will live
to find that Giles Freeman Covington died innocent and
then I hope you would
relieve the widow that is left behind if Bedlam is not to be her doom"
His body was cut down
and delivered to the University Reader in Anatomy, Dr Pegge. The following day
he carved it up at a public lecture in the
Anatomy School at Christ
Church College. He then decided that Giles Covington would make a useful
teaching aid. His bones were wired together
and his skeleton
eventually found its way to the University Museum in Parks Road in 1860. It
stood in a glass case for more than 100 years, labelled
simply Englishman,
before being relegated to the Bone Room. It may have stayed there had not a
member of staff spotted the inscription Giles
Covington on the lower
jaw and passed it on to the Museum of Oxford, where it is on display today,
along with Kilby's confession and the letter Giles
Covington tossed down from the gallows.

his case has been compiled by Miss Evelyn Wallace, an attendant at the Museum
of Oxford, and on Thursday 7 March 1991
(the 200th anniversary
of his execution) a petition was launched in an attempt to get the Queen to
grant a royal pardon. Signatures will be sent to
the Royal Prerogative of
Mercy Division at the Home Office. A spokesman for the Home Office has said
"Normally cases like this involve people who
are still alive and in
prison. But the rules are still the same. Miss Wallace will have to produce new
evidence to show the original conviction was

A further article
appeared in nthe Daily Telegraph on 16 Jul 2001 citing the efforts of the
Oxford Museum's curator, John Lange, to secure a full
Christian burial for
Giles. "He has already secured the agreement in principle of Wolvercote
Cemetery in Oxford to bury Giles, but also hopes to clear
Giles' name by Royal Pardon"
